PROLOGUE
One Man. $50. 32 Governments. Two State Attacks. 142 Countries. The Gate Is Still Held.
There was one man. No technical team. No institutional funding. No accreditation. But he saw something: the name of NATO's own summit — natosummit.org — had been left unregistered since Vilnius. Nobody had spent $50.
That man spent $50. Filed four formal notifications. Received zero responses. Published 60+ analyses. Audiences in 142 countries read them.
On summit opening day, Turkey's Cyber Security Authority USOM killed two platforms. On summit closing day, it targeted three more. NATO sent that man its official press briefings by email on the same morning.
The platform is still here. The gate is still held.
ACT I — THE BILLIONS AND THE $50
Billions Were Spent. $50 Was Not.
REPUBLIC OF TÜRKIYE — NATO SUMMIT EXPENDITURES
"Key to Peace" banners were hung on every corner of Ankara. Buildings along protocol routes were repainted. Roads from the airport to Beştepe were renewed. Everything was considered. Only one thing was not: spending $50 to protect the digital identity of NATO's own summit.

This statement, made by the President himself, summarizes the governing philosophy of the Turkish Presidency: ultimate responsibility for every action and omission of the state rests with the office.

THE $50 QUESTION
Some Spend $50 of Their Own Money. Others Spend Billions of Public Money. Then Punish the One Who Spent $50.
Some spend $50 of their own money to protect what billions failed to protect. Others spend millions in public funds — and when someone does their job for them, they punish that person instead of thanking them.
You did not spend $50. You spent billions. Then you targeted the one who spent $50.
There are senior advisors, chief advisors, department heads — entire apparatuses of public servants drawing public salaries. The question is simple: Was the work done? Was the public trust honored?
The PR damage this has caused — who will compensate for that? Not with money. With credibility. Which is already gone.
A salary drawn from public funds carries a public obligation. That obligation was not met here. The record shows it.
ACT III — THE CONFESSION
USOM Did It. METUnic Confessed.
METUnic — METU INSTITUTION — OFFICIAL WRITTEN STATEMENT
"An official notification was received from the Cyber Security Authority USOM regarding the domain names in your panel. The delegation of the domain names was stopped and suspended from the registry system. This action was not a unilateral decision by METUnic, but was implemented in accordance with the notification from the USOM unit."
METUnic is an institution of Middle East Technical University — one of the world's leading technical universities. Among the universal values of academic institutions are the rule of law, respect for fundamental individual rights, and freedom of expression.
METUnic applied this action without a court order, without notification to the domain owner, violating property rights guaranteed by Article 35 of the Constitution. This action is incompatible with METU's institutional values.
USOM targeted a platform that was not a phishing site, not a fraud operation, not impersonating any official institution — an independent editorial platform serving public interest in cyber security awareness.
This was not a cyber security measure. This was a censorship operation.
